Check if Laravel Application is in Maintenance Mode

SSH into the server
1. SSH into Shared Server
2. SSH into VPS or Dedicated Servers
Run cd public_html to change to the project directory
REPLACE: public_html with the project location, which is typically the site's document root.
Run php artisan up to bring the application out of maintenance mode
NOTE: Artisan will report Application is already up. if the application was not in maintenance mode.
