In a WP Multisite environment, plugins and themes are installed from the Network Admin menu by the Super Admin user rather than by the administrators of the individual sites.

NOTE: Individual site administrators cannot install themes and plugins for Multisite installations. The super admin user must install and enable Individual plugins and themes.
- Confirm the site is a WP Multisite
- Log into the WordPress dashboard as the Super Admin user
- Click on My Sites
- Hover over Network Admin
- Click on Sites
- Click Dashboard below the site you wish to modify
- Plugins and themes can then be activated and deactivated as needed
