Web Host Manager (WHM) is a powerful administrative tool that allows you to manage cPanel accounts and various aspects of the server or hosting account. From WHM you can create new cPanel accounts, modify existing accounts, add custom branding, allow IP addresses in your sever firewall, and much more.
For resellers, or if a developer needs access to only a particular site, it can be helpful to create a new cPanel user in WHM. This allows account access for any individual to be limited to that particular cPanel user. This also allows the reseller to configure account limits, such as maximum disk space used or maximum email accounts or domains on the cPanel.
IMPORTANT: cPanel accounts can only be created if the licenses are available. On a VPS plans, the free license includes 5 cPanel accounts. Reseller accounts have various limits per level of hosting. If more cPanel accounts are needed, they can be purchased at any time.

Creating the Account
- Log into WHM
- Navigate to Create a New Account under Account Functions
- Enter Domain Information
- Enter the primary Domain for this cPanel
- Choose a Username for this account
- Choose a Password for the cPanel Account and Re-type the password below
TIP: Use randomly generated password for more security to prevent hacks to cPanel (the Password Generator Button will create random password). - Choose an Email to be linked to the cPanel
- Choose a Package
- If one is not created leave drop down blank and click Select Options Manually
TIP: Packages can be created in advance. - To save manual options as a package click on Save Manual Settings as a Package
- If saving new package a space to name the package will appear
- Enter Package Name
- If one is not created leave drop down blank and click Select Options Manually
- If choosing an existing package skip to step 12
- Choose the Manual Resource Options for the cPanel to have
- Limits can be chosen or can be set to Unlimited
- Choose Settings
- Two settings, Dedicated IP and Shell Access, are determined by the Package and only available to modify on cPanel creation if Select Options Manually was selected
- A Dedicated IP can be chosen if this cPanel is going to use a dedicated IP, otherwise leave unchecked
- Choose whether Shell Access should be enabled
- Choose whether to enable CGI Access, the cPanel Theme, the locale for the account, and whether it will use SpamAssassin or have a Spam Box
- Two settings, Dedicated IP and Shell Access, are determined by the Package and only available to modify on cPanel creation if Select Options Manually was selected
- Next update the DNS settings to choose if DKIM or SPF should be enabled and which Nameservers to use
- Choose the Mail Routing Settings
- Use Local if using InMotion Hosting for email
- Use Remote if using external mail host such as Google Workspace or Office 365
- Choose the DNS Settings
- Choose whether to automatically create a DKIM and SPF on the account
NOTE: If using InMotion Hosting for email, these can generally be enabled. - Leave Use the nameservers specified at the Domain’s Registrar unchecked in most cases
- Choose whether to automatically create a DKIM and SPF on the account
- Click on blue Create button
- After several seconds, an Account Creation results page will be displayed
- If there are any errors, follow our guide on resolving them
- Navigate to List Accounts to see the new cPanel Account
